Since 8 June 2024, it has become possible for asylum-seekers to start a self-employed business. However, to do so, you will first have to go through the process of registering in the tax register and accessing a VMI account (Valstybinė mokesčių inspekcija – The State Tax Inspectorate).

WHICH DOCUMENTS ARE REQUIRED

- A copy of the passport
From the passport, they need an identification number issued by the country of origin. However, there are often situations when asylum seekers do not have a passport or its validity has expired. During telephone advice, the VMI representative said that in this case, it is possible to apply without a passport, but that there may be difficulties.
HOW TO GET A TAXPAYER CODE
Firstly, you need to go to VMI to register in the Taxpayers’ Register (MMR). You can pre-register for a visit by clicking here.
Upon arrival, you will be asked to apply for the REG812 form “Fizinio asmens prašymas įregistruoti į Mokesčių mokėtojų registrą”. You can also find this form at the link.
However, it is not recommended to complete it alone. It is better to do it together with an employee.
HOW TO OBTAIN A VMI ACCOUNT ACCESS TOOLS
As asylum seekers do not have the possibility to join the account through external systems, it is necessary to obtain access tools provided by VMI. At the same time as completing the form for registration in the registry, it is necessary to submit a request for access to VMI information systems. You can also find this form by clicking here.
After that, your login and password for authorisation will be sent to your email. Once logged in to your account you will find your code of tax payer under the name on the top right, and you will be able to use all offered ManoVMI functions and other related services.
